Tapco stock? Did you buy the rifle used?
The light weighs over 4 ounces. That is 1/4 lbs. right there. Per the spec sheet, the rifle weighs 6.85 lbs. stock.
6.85 + .25 = 7.1
I've read that the Magpul MOE stock is heavier than a standard M4 stock, but not by much... an ounce.
It's probably close, but I think a scale that has the firearm hanging from it, like a fish scale, would be more accurate.
ETA: I guess I am just surprised that the rifle is that light compared to mine. Most quad rail rifles I have shot have seemed heavier than mine.
Is the original stock on the M&P 15T not a Tapco? And the listed 6.85 on the spec sheet is with the magazine included......?

My stock 16" ML-1 started around 7.35 pounds with a 7" solid free float tube and a heavy match barrel. After a full remodel with Magpul CTR, Spikes milspec tube, spring and ST-2 buffer, ambi sling hook, large BCM Gunfighter, Sadlak LP LN gas block, Troy 13" Alpha rail, DPMS Miculek brake, EOTECH EXPS2-0 I was at 8 pounds. That remodel included getting rid of carrying handle and front sight post.
I replaced the Eotech with a Vortex scope which bumped me too a heavier than preferred 9.6 pounds. I may eventually try and shave off some weight by using a carbon fiber tube instead of the 13" Troy rail. Of course all those weights are w/o mag & ammo. For more casual close up outings I can always slap on the Eotech for a more nimble gun. So easy to put on the weight... and that's with no light, laser etc. Right now it feels more like carrying a M14 Socom with that scope than an M4.
