That is standard for gun manufacturers, announce and promote a new model, but not produce it until several years later, if at all. S&W used to be one of the worst offenders in this regard, I can't begin to tell you how many ticked off customers I had asking for their latest whiz-bang model, heavily advertised in all the gun mags, that simply had not yet reached the production floor, and was years before actually being available to a lowly gun shop. Hopefully, that has changed, but it doesn't sound like it has gone away altogether.
