The city claimed it was surveying sidewalks for accessibility. They also said that it was being done at no cost to taxpayers by a couple of grad students from Texas Tech for their Master's theses (if memory serves).I live in Midland and I've seen it twice. I was thinking it was tracking speeders. I see it again I'm gonna stop and check it out. Won't be assaulting it.

Inquiring minds want to know....what was the malicious damage done...was it life threatening...did EMS respond...so many unanswered questions.....The young man has been apprehended and charged with malicious damage to property. I believe that's a class C misdemeanor, so he is unlikely to do any jail time. Probably a fine, court costs, and restitution.
