I did some legal research regarding your question about carrying at the Jazz Fest. In a word NO!!. (the law states no concealed carry at any permitted festival-and all the festivals are permitted)

Please also note that you can't carry in bars and your BAC cannot be over .05 when carrying.
Scroll down and you will happily see that Alabama permitees are granted recriprocal privleges in Louisiana.
I went to a training course to do the notary work yesterday and got a refresher in the law (I'd rather not wast valuable billable time researching law unless it's an absolute necessity

BTW you all may be interested at what the instructor told me yesterday. (we had a class of 13 people

). Last year the department of the State poilce tasked with processing the applications was two rank and thgree clerks. As of last week, there were 50 people working as fast as they could provcessing applications-what used to be a 4-6 week wait has now stretched to close to 3 months.
