Austin PD Model 66-2?

I recently picked up this Model 66-2, marked Austin PD 474. Is there any way to find any history on this piece? Could that be a badge number? It looks like it could tell a story or two!

The number is a rack #.

I thought I read somewhere that they were required to purchase their own duty weapons. Would this have been a private purchase, that was then marked with the rack number?

It would be nice to find a used leather holster to match it's condition. Any suggestions for appropriate Brand/Model that might have been used then?
