Best Barrel/twist, for 38 HBWCs

What is general opinion on what the best twist rate for .38 HBWC. I am going to do a lightweight single action target revolver for international Center Fire, and NAR shooting, I have a now getting a bit rare Bomar rib. I am going to put a basically stock diameter barrel installed. Colt Twist is 14 to1 and S&W is slower, around 18 to1. I have heard of guns with1 in 10 barrels doing well. Any ideas about barrel makers?

This was many years ago when I was involved with PPC, but the talk then was that the S&W 18" twist gave marginal stability to 148 grain hbwc at 50 yards. The custom PPC smiths would use typically Douglas barrel blanks with a 1-in-14 twist. It would take a superior shooter to use all this theoretical accuracy advantage compared to the standard twist barrel..
 
Here in Australia, Lissner barrels are back, now called HPB.

Available in .355, .3555, .356,
.3565,.357.

Twist is available in 1:10, 1:12, 1:14, 1:16, 1:24, 1:32.

Performance will vary on projectile weight, design (shape) and velocity.

Results are outstanding. I beleive Jerry Miculek grabbed a few when he was here last year...
