Place the 15' telephone poles in position at a point as high above the water as possible.
Level them and screw the 2x8' planks in place for the foot bridge.
Once it's constructed, it's weight makes it as secure & stable as it can be on it's own especially for foot traffic.
If high water does reach it, there isn't much in the way of concrete footings, stakes, ect that can hold back the powerful forces of running water if it wants to move it out of the way.
