Can it be done?

Have a 9MM Shield chambered to 38 Super.
The case of a 38 Super is .050 longer then a 40 S&W.
I see that as one problem and of course the magazine.
Just a though.

I am no expert on cartridge pressures, but just off the cuff I question weather or not the Shield would stand up well to the 38 Super pressure for any length of time. I have a 38 Super and it's a hot little round - some compare it to a .357 Magnum. Mine is a 1911 so no worries.

If you are interested in a 38 Super, I would suggest that you buy a .38 Super on a 1911 platform. 38 Super ammo is also a bit difficult to come by these days.

I have a SS 1911 in 38 super I load for.
Was looking for a smaller platform for SD.

Not to be flip, but I suspect that you may want to protect your hand if you try this. The Shield frame seems to be at about its max with the .40 cal. There is a not-well-supported portion at the bottom of the firing chamber and I would suspect that a .38 Super might cause it to fail at that point pretty quickly. The blowout from there would travel right straight down the trigger channel. And for sure, it would turn the gun into a single shot. I can't see it feeding a .38 Super.
