Looks like a model 10, no idea of the value though

NOPE! It pre-dates the use of model numbers by about 30 years.

It has definitely been buffed and refinished by someone other than the factory.

Generally, the Model 10 and the pre Model 10 revolvers are those with the the post WW II short action. This revolver has the older long action.
