It is to make the motors destroy themselves so they cannot be rebuilt. So as to ensure that it will not ever be placed back in service.

I sorta' figured out that would destroy the engine, it's the why don't they want it back in service that I can't figure out. The engine itself might be perfectly fine, and if made available to whomever, could replace an engine in someone else's daily driver that's a major polluter. What a waste.

Only the government would come up with a program where they pay someone to take a running vehicle and turn it into a non-running heap destined to the scrap yard. This program, in a nut shell, shows how ridiculous and idiotic out government has become.
