Change front site on my 4" 686-2

I would like to change the front site from the original red ramp to a black patridge site.
How difficult would this be for a gunsmith and can you recommend someone in Northern Calif. ?

Changing non-pinned front sights is a machining conversion job and costs about $200 at SDM.
