but residents questioned why authorities would need to pass a new ordinance given that police already have the power to arrest citizens who are being "unruly," whether armed or not.

well first, I don't think the cops let the arrested take their guns to jail. so this does seem to raise an eyebrow ... so .. what constitutes "unruly" under crisis conditions ... and what constitutes crisis conditions?
 
My question concerns New Orleans and the confiscation of guns from the homes of law abiding citizens, including searches of homes w/o warrants. What have they done in that city to prevent that from happening again. And what have other cities done to set policies and procedures in advance. It seems people don't consider "what if" until it happens, then authorities violate the law, and nothing is done. I support LE; however, I have no respect for any LEO who would take a legal gun from a homeowner, leaving them defenseless against criminals.
 
Police already have the authority to disarm "unruly" people. It's called "arrest" for disorderly conduct.

Blanket confiscation, however, is a violation of the Second Amendment. While people will want to cite NO and Katrina as an example of it happening, the uproar and following legal actions should deter a repeat of that fiasco.
 
If there is a crises, disaster, etc. and martial law is declared they will take your guns, look up Martial Law. And if there's a National registry they know exactly who has a gun. If curfews are in effect, anyone violating them are at risk of being shot, they don't play games. Law abiding citizens don't mean anything. Local LE don't have any say when the feeds take control if they say so.
 
There are many county and local governments who have the power listed as part of their Emergency Management Procedures. Where they exist, citizens should push to have them revised. In my state, all it takes to revise the county EMP is a vote of the county commissioners. Someone has to start the ball rolling though.
