The only thing I can think of is he did tear his Flexor Tendon (front right paw) about 6 months ago and we curtailed all exercise for 3 months. It healed up nicely (saw x-rays) and we slowly got him back into his daily routine. Maybe he slipped on the steps and that is what tore his tendon and we are unaware - don't know. Maybe he is just scared that it will happen again - but don't know this for a fact.
It's entirely possible Cody has memories of an event that caused injury and pain. Dogs, especially Goldens, are smart animals.
He has no difficulty walking up the first 5 steps - but then just stands there like a statue ( the steps turn 90º after the first 5 )Very strange!
Well, I know for a fact that dogs can develop quirks that are totally unrelated to anything physical. My female Rottweiler, Annie, will sit and stare at the spot on the ground where a drop of rainwater has dripped from an overhead tree branch. Seriously fixated on the spot for minutes at a time.
But her strangest quirk involves jets flying overhead. An airliner will fly over at what has to be 30,000 feet...so high you can barely see the plane, but the contrails are highly visible. Annie will run from one side of the yard to the other, looking up, barking and growling at those white contrails.
My only other suggestion for Cody would be to have some bloodwork done and possibly new x-rays to check for some type of cancer, particularly bone cancer. But also lymphoma, which Goldens seem to be becoming more and more subject to these days.
I do hope, though, that there's nothing seriously wrong with Cody.
