Couple of ?'s re: Model 60 3"

I have a Model 60(no dash) 3" .38 Special
Serial # AEV5xxx
Product Code 102304
Spec. Ord. 4278

One piece Lear Siegler box, tools, papers, etc.

I bought this from Bob Swanson in Arizona ~ 1989 .

The revolver appeared new, but had been Magna Ported, cylinders numbered 1-5 and extractor chamfered.

it has less than 50 rounds through it since I purchased it.

Questions are:
1. What does "Spec. Ord. 4278" mean?
2. Any wild guesses as to a fair price?

1) it means the firearm was manufactured on October 4th of 1984
2) depending on condition $200 - $500
 
It is likely one of the John Jovino 3" square butt special run from that year. The porting and other modifications would lower its collector value, but someone looking for a carry gun might be willing to pay $500+. Hard to put a specific value on it.
