Actually, that almost happened. Humboldt county, Del Norte county, Shasta county, Trinity county, Siskiyou county, and Modoc county, (if I remember correctly) planned on breaking away from the state of California in 1941.
There was even an armed movement when traffic was stopped along Highway 99 south of Yreka, California, by armed guards handing out copies of their Proclamation of Independence. Yreka was determined to be the provisional capital.
Southern California laughed at the idea, claiming that the rural counties would never be able to succeed financially because all of the industry was located in San Francisco, Sacramento, Los Angeles, San Diego, etc.
The rural counties responded by essentially saying, "We'd be very financially successful. We'd just sell you the water you've been taking from us for all these years." (Note: Northern California gets anywhere from 36 inches to 42 inches of water per year. Currently, the metropolitan areas in the south take all of that water for their swimming pools, golf courses, etc.)
Anyway, to make a long story even longer, the whole thing got "shot in the trowel," so to speak, because on December 7, 1941, Pearl Harbor was bombed and those in favor of splitting the state focused their attention on the war effort which crippled the movement.
The bill was introduced to the state legislature again in 1992, but the bill died in committee. Currently, there are still several groups trying to get the rural counties of California to separate from the rest of the state, simply because the big cities are extremely liberal, whereas the rural counties are fairly conservative. But, unfortunately, the big cities carry the votes. If the split ever does happen, you can bet the ranch that all political correctness will go out the window and the state of Jefferson will become a "must issue" state instead of a "may issue" state.
Heck! What am I saying? After having lived in Humboldt county for 30 years, I can tell you right now that most of the good ol' boys up there carry either a rifle or shotgun in the back of their pickups already.
