I have aninteresting 38-44 heavy duty that has a special finish and select ,possibly rose wood grips.the serial is 39644.Can anyone tel we when it was made?

Did you take the serial number from the butt of the gun? if so, the gun probably dates to 1932. If that number is from the hidden frame surface exposed when the cylinder is open, it is not the serial number and has no relevance for determining age.

Can you post photos, or at least describe the "special finish?" Your description makes me think the gun may have been refinished, and the stocks sound like replacements from a later era.

Welcome to the forum! We anxiously await some photos! As previously stated, we love those big Nframe .38s, I have HD 39960 sitting beside me right now! Only 316 apart! Mine is a 5" blue with standard grips.
