Does anyone know what this uniform is?

It is a Navy jumper, the "crow" with the three chevrons indicates the person is an E-6, first class ty officer. the white circular item between the "crow" and the chevrons indicates the rating. I was thinking electrician's mate but engineering ratings have red chevrons. I retired from the Coast Guard 31 years ago, I don't recall seeing the white circle. The four white "hash marks" on the lower sleeve indicate the person had served 16 years, one hash mark for each four years.

The upper patch with the eagle designates the sailors rank (3 chevrons) as First Class Petty Officer and the round symbol above the chevrons show his rate as an Electricians Mate. He was a First Class Electricians Mate, or an EM1.
The four stripes on the lower sleeve shows he has completed at least 16 years of service. (4 years per stripe)
The fact the chevrons and service stripes are gold means those 16 years of service were completed with 4 Good Conduct Awards. These awards are issued every 4 years if the sailor has a "clean record".
A sailor with less than 16 years of service will wear red chevrons and service stripes.

The whole Navy enlisted ranking and and class/mate system seems overly complicated and confusing.
 
The other serves toss MOS around and ask Coasties what MOS they are. Served at a joint operations center, USN, USAF, and USCG. When something came down they would pull down one of dozens binders then follow the steps laid out in the binder exactly, straying away or omitting anything would get them in a world of trouble. They even had a binder with instructions to follow in the event something happened which wasn't covered in the other binders.
This procedure keeps responses uniform and in the case it did not turn out well they were immune. I always wondered if the people who were called had binders themselves and so on.

Very simple. You look at the guy's patch and you know how high up the ladder he is and what his job is.

The Army has silly things like a First Sergeant and a Sergeant First Class. ***?

Now the Spaaaaace Force has Specialsts which will be confused with the Army Specialists.
