Your idea to machine a barrel blank into a copy of the S&W factory 25-7 is guaranteed to cost more than simply buying and have installed the factory barrel.
The first problem is having a barrel blank with enough "meat" on it to machine the underlug, top rib, and front sight base.
The only shops that I can think of that would be interested in such a project are the ones equipped to make PPC conversions.

What you could do is get a douglas blank in 45 caliber and have it turned into a straight cylinder and mount which ever brand name they are using long sight assembly like they use for PPC shooting. I have a buddy that loves the 44 magnum cartridge. He had a cylindrical barrel installed to try and lessen the recoil. Now I'm not going to say it felt like shooting 44 specials but the recoil with that large tube of a barrel did a pretty good job. Frank
