Snap-caps are readily available in all gunshops, and on-line from Midway USA, Cabela's, Brownells, Numeric Arms, Graff& Sons, etc. etc.

I am assuming that by "reloading practice" you are refering to doing reloads with your firearm, and are not referring to the practice of reloading empty brass cases (re-manufacturing ammo).

You can buy "snap caps" in any gun store, but if you know someone who reloads, just have them make you some. No powder, and primer replaced with some black silicone sealant. I painted the rims on mine red, so as not to confuse it with live ammo.
 
If you do not reload, find someone who does, and have them make up some with the exact same bullet you use, but with no powder or primers. If you plan to use as practice for speed loading, you will then have the actual feel for everything.
 
Brownell's has them. I just got a box of 12 gauge and a box of .22LR to use for testing feeding and function safely.
