100 proof means only 50% alcohol. and the rest is water.
I think you are kidding on this (in reference to fuel), but E85 means 85% ethanol. E100 is 100%, and cannot be used anywhere where cold starting is necessary (like here in Wisconsin). The 15% gasoline in E85 allows cold starting.
Ethanol can absorb 10x as much water as gasoline, and one of the reasons for cold start problems. In Brazil, where ethanol is used as a primary fuel, it is well known that fuel station owners will pour water in their tanks to increase their profits...ethanol will accept much more water than gas...
