Eagles are brawling thieves. They will fight to take another's dinner from their mouth, even when there is plentiful food laying about for the taking.

Watch eagles lock talons in aerial somersaults during the salmon run at Alaska's Chilkat Eagle Preserve, even when numerous salmon lay helpless on the sand flats. I think they fight for the exercise somtimes.
 
The fox probably would have been more nutritious and the eagle could have nailed him. Lucky fox.
 
I have a nesting pair of bald eagles close to my shop. They hunt a overgrown 4-5 acre field where I watch them catch rabbits,squirrels,opossums,coons etc. and I am pretty sure they have gotten a couple of my feral cats. They are awesome hunters but I think they also scavenge some of the road kills on my road. The young fox was very lucky.
