Easy to fix or Big Problem?

I am looking at a Model 14 that has a problem. I don't know what the problem is officially called. When you open the cylinder and close it back, rotating it until it naturally stops, I am able to continue to rotate the cylinder with very light pressure past 4 of the 6 stops. I don't think that it should be this easy to do.

First thought is the cylinder stop spring. Is the cylinder stop raised when you swing out the cylinder? Does the spring have tension?
 
Not-too-wild speculation: Since it's doing it on four chambers, and not just one or two, I'm leaning toward a weak cylinder stop spring or a stop that needs adjustment or replacement. If it's beat-up locking notches, to the tune of skipping on four holes, you should be able to see peening on one side of the notches. Unless the notches are pretty screwed up, it shouldn't be too hard to fix.
