Fake "cell towers" and fake "wireless hotspots" are hardly new. The latter were VERY prevalent during the Sochi Olympics from what I saw on TV. Cell phones these days are just part of a packet switching network and, because of the backwards compatibility issues, vulnerable to the attacks described in the reports. There is a way to spoof Stingray IF the phone providers would fit it and make it work within their own network. I suspect if they started doing so the answer from Big Gov anywhere on Earth would be No, Nada, Nyet, Non, etc.
