Question for any FFL's here. I want to buy a handgun from a seller in my home State(NY). Both of us have "licenses" to possess as required by NY State. The buyer is required to procure a "coupon" issued by a County judge.Normally, he then hands this to the dealer/FFL and the gun is released to the buyer, and the buyer walks away with firearm in hand. Or in the case of private sales, the buyers gives the "coupon" to the seller and the deal is done.
Could the buyer give the coupon to either the seller or the sellers FFL and have the gun shipped directly to the buyer? Is this "kosher"? Buyer and seller live some 6 hours apart via auto.
Worst case scenario, I have the seller's FFL ship to my FFL and go pick it up.
Thoughts?

NY State might have some issues, but by Federal law you can ship to another resident of the same state with neither party needing to be an FFL. Handgun can't go by US Mail, have to go FedEx or UPS. But since they will likely insist on next-day, it may be cheaper to pay your FFL transfer, he can ship Priority Mail.

Intrastate shipment of firearms between nonlicensees is legal as far as the Feds are concerned,,assuming neither is restricted from possessing, etc.

Can't think of any NYS restriction on it. As long as the seller has the purchase coupon that you supply proving it's registered to you now. Perhaps a copy to the seller of your NYS Permit showing the new gun entry onto it would also be wise.

In Georgia, if you have a "coupon", you can BUY ONE- GET ONE FREE.
