You are given one for each armory school you attend. Smith and Wesson, two, one Semi auto and Revolver manual for each recert or new gun like when the M&P S/As came out. same for Beretta, Colt whatever. I don't know about copyright, but this is the first page of every manual.
If I had a dollar for every "make me a copy" request from officers, I could have retired early. Never did, mostly because that guy would have sent it out over the computer to all his buddies then they would be calling every 5 minutes asking for explanations on something they read. The best part are the personal notes you write down on the opposing pages anyway. The manuals can leave quite a bit out on how to accomplish a task. The Kuhnhausen books have way more detail.
I have never seen one on fleabay, kind of funny. I always figured the info was out there somewhere if someone really looked.

Good legalise to avoid liability for misuse. And it makes sense that it would be given out as text for class and not intended for amateurs. But by now it would probably be treated as historic (obsolete) document relative to sale.
