Umm... yes to both.
You would need to add a rail that is designed for the standard hand guard and mounts through the vent holes. However, it may be almost as cheap to go with either Magpul hand guards, or a drop in quad rail.

I just upgraded the cheap Sport hand guard with a $25 MagPul - which has a built-in heat shield - and will mount a vertical grip (it was a 2 man job to install the new hand guard):
If you go that route, then buy the Magpul vertical grip to put on at the same time. That set-up was standard on my Colt LE6920MP-B:
