It depends on whether you appreciate the modifications and plan on keeping the revolver. If you add the modifications cost to the base gun value, I'd say it is fair. Hard chrome, magnaport and action job would probably exceed $400 if you had it done to a gun you already owned.

The modifications also destroy any collectors value the revolver might have and would be reflected upon attempt to resell.

Personally I'd pass on it for any price! Too many modifications that devalue the gun. Never cared for Magna-porting and bobbed hammers personally. Just my .02 cents.......

The holes in the barrel would kill it for me...and the asking price is closer to a 98-99% gun would bring with box and papers. Just my .02

I look at that model as a working carry gun, not a safe queen or collecting. And that gunsmithing as carry gun type work. Someone obviously bought that to be a working piece meant for self protection, and there is nothing at all wrong with that.

I don't know that I could get a better price on another similar pistol. If you like a tuned K frame 357 for self protection, and don't mind the magna port, then it might be a pretty good deal.

For what it is worth, a few years ago, I traded a 3913 (a favorite) for a tuned 2 1/2" M66 (another favorite). I miss the 3913, but do not regret getting the M66.

I recently paid $550 for a magnaported 3" Model 19 in great condition with a very nice action job. Paying an extra $100 for a hardchromed version wouldn't have dissuaded me from the purchase of this revolver or a fixed sight version (Model 13) of it.

Just a matter of individual taste and your intended purpose of use.
