What are the laws concerning buying shotguns or rifles at a gun show
if you are a nonresident of the state where the show is being held??
As I understand it handgun purchases need to be handled through an
FFL dealer in the buyer's home state. Thanks for info. on this!!

Depends on the laws of your state and the state you are purchasing in. Most free states, can't buy from an individual, standard NICS check from an FFL. Some states only allow sales (or purchases) in/from bordering states. Nevada used to be one, but I believe they fixed it.

If there are no State laws in either the buyers home state or the sellers state that would be violated by the sale, you can purchase a long gun in another state in an 'over the counter purchase' from an FFL.
Gun Shows are considered as an extension of the FFL's business premises, so the sale could take place at a Gun Show. A NICS check and 4473 would have to be completed. If there is a waiting period in that State, it would also apply.

It would be illegal for a 'non-FFL resident' of that State to sell you, a 'non-FFL,,non-resident' of the State, any firearm.

All handgun transactions would have to go through an FFL.

State laws can get in the way of Fed regulations.
The 'adjoining States sales only' provision of the GCA'68 for FFL long gun sales was done away with in '86. But again some States may have it still in effect.

Thank you! Was planning to go to the show in Louisville, KY in July
so need to know exactly what has to be done to buy something there.
Wasn't really interested in buying any handguns, just a shotgun or
rifle, maybe. So, what I'm reading is that I can buy a shotgun or rifle
from a dealer there with a federal background check and the necessary
paperwork and then carry that gun out the door legally and bring it back to WV?? Am I correct in my assumption??

You can buy a rifle or shotgun from a dealer in any state, as long as neither your state nor the state you are buying in have a law against it. DEALER.

You cannot, legally, buy a gun of any description (and take it with you) from a non-licensee in any state except YOUR STATE OF RESIDENCE.

2nd question. "From whom may an unlicensed person acquire a firearm under the GCA?"

If you want to buy a gun, legally, from a non-FFL in another state, you have to have it shipped to a dealer in your state of residence.
 
Actually, according to the way that FAQ I linked is written, "at a licensee's premises in any State", it looks to say you can buy at a dealer's shop. Not at a gun show. Not sure about that one. Never tried it. Maybe they consider anywhere the dealer is doing business as "his premises".
