No one... I hold the individual perpetrating the crime as the one that is solely responsible for their actions.

It's not quite that black and white. If you provide a weapon to someone knowing, or should know, that they are going to commit a crime with it then you become an accomplice even if you are no where near the crime. Let's say someone who is acting psychotic walks into your gun shop and you sell him a gun, he goes out and shoots someone, you're pretty much all done. When you are engaged in commerce, you do have a certain duty of care both criminally and civilly. The gun manufacturer suits are using that concept and trying to expand it. It's not really a new tactic.
