Handgun transfer to USMC officer in NC

My significant other would like to give a 1911 that she owns to her nephew who is stationed in NC. She lives in VA. He is a 1st LT and was awarded the Bronze Star with "V" last month for his actions while in Afghanistan. He's getting married in Sept and it is a wedding present for him (well, and his wife to be too!)

I know that interstate transfers have to go through an FFL, and that NC requires pistol purchasers to first obtain a purchase permit. I think this also applies to military personnel. I believe it is OK for her to actually take the pistol to NC to transfer though an FFL rather than ship it (she has a Virginia carry permit).

Since she is a lawyer and he is a Marine officer, no one wants any complications with doing something afoul of the law. It is most unfortunate that the laws we have to deal with complicate these matters in circumstances like this, but that is reality.

Is there anything I might have missed in analysis of how to make this happen correctly and legally?

Is there anything complicated about getting a purchase permit, or is it likely it will be issued to him on the spot?

Also, any recommendations on who may be able to arrange for or handle the transfer? He lives near Wilmington now.

Any information assistance from NC folks would be greatly appreciated.

As a member of the military, his home of record may not be his current state of residence.
Therefore he may officially be a resident of another state.
This situation is probably very common, but certainly worth getting lawyer in NC, with appropriate knowledge, to work with you.
 
NC requires purchase permits? They don't consider themselves "southern" anymore? Say it isn't so!
My suggestion is to move before it is too late. On the other hand, Rod & Gun clubs on post have FFLs and guns can be shipped there. Or are those gone too?
 
Bugkiller, if he has PCS orders, (as opposed to TDY), putting him in North Carolina, then it does not matter what his "home of record" is. For gun buying purposes, he is a resident of North Carolina. He just needs to show a copy of his PCS orders to the dealer.

Yep, NC has had a purchase permit requirement for some time. I remember having to get one in 1976 to purchase my first handgun after I turned 21. I've been in VA since 1984.

I will check with those FFLs in Wilmington.
