in some states police departments conduct the LEOSA qualifications. In others including mine its a mix of police departments and certified instructors conducting private qualification. the qualification must be conducted by someone who is certified to conduct the firearms qualifications for police officers in their state. this usually means active police officers since the certification expires and cannot be renewed once the person who conducted the qualification retires. there may be an overlap in time between when the person retires and the certification expires. If you do it the LEOSA qualification with an instructor privatley it behooves you to check and make sure their certification has not expired.
