You are probably talking custom order work. Making a holster starts with a pattern, which requires having the handgun (and in this case the mounted Red Dot sight) to complete. After the interim stages of cutting, assembly, stitching, and so forth the holster needs to be fitted, which again requires the handgun and mounted sight.
Try to find a holster maker within driving range in your state of residence. This will eliminate the need for transfer of your handgun and sight in compliance with federal laws (FFL to FFL, fees at both ends and steep shipping costs, not to mention potential losses). Even with a local source, make sure that either your insurance policies cover potential losses, or that the holster maker has insurance for property of others under his control, and keep in mind that every insurance policy includes deductible amounts before any payouts may come.
You are also asking for something of a one-of-a-kind product, not a standard production item. The price is likely to be several times as much as anything off the shelf at the local sporting goods stores.
