How accurate will the 15-22 be if you shorten to about 1 / 2" from the quadrail?

Shortening the quad rail does nothing to the barrel. The only possible effect would be to lessen the force applied if you support the very front of the barrel by effectively shortening the lever arm used to apply force. I cut almost three inches off mine and it shoots just fine. You will lose the capability to use the ring that goes around the barrel if you shorten your quad rail. Only the very end is thinned down to provide the clearance it needs.
 
All things equal a shorter barrel will be more accurate that a longer barrel in 22 and most other rounds. Velocity will suffer but accuracy willincrease due to the bullet being in the barrel for a shorter time - less time for the barrel to move while the bullet is in the barrel.

The velocity is more important than the impact of the barrel or else snipers, hunters and marksmen would all use pistols, instead of rifles. They would at least use Short Barreled Rifles and not longer, heavier barrels. You can't argue that they use longer barrels for an increased sight radius, they run scopes.

The removal of an inch or two will probably have a negative impact on the accuracy of your rifle. The bigger impact would be that you would have to register it as a Short Barrel Rifle and have a Form 1 submitted and approved before you have the work done. I plan to do this with mine after Christmas, but I want to have 5-7 inches cut off. It's a gun for fun and will still be plenty accurate for chasing cans and pine cones.

The laws here are a bit different, but I can check with the local policedepartment.
