I'm stumped--what is it

It looks to me like a retrievable mooring anchor. In this case, since it is so small, it's most likely a model, such as used for instruction in a mariners class. Being German, it's more complicated than necessary, and probably has a name with 36 letters.

And it's a very cool little doo-dad.

German for sure, complicated, way more expensive that the US of A alternate and in the end, probably made of inferior material, imported from china. Note to file: stick with US of A products, especially anchors.
 
I think it is a retrieval device, designed to work in tandem with a separate anchoring line or wire cable in either a right- or left-handed situation. The shackle at the top attaches to the line that retrieves the device after it is dropped along the anchoring line that runs through the shackles on the sides and opposite ends. The hooks snag whatever is being retrieved -- which I think must be some sort of line or cable also, given the way the hooks are made.

But what it is designed to retrieve is beyond me. Whatever the object to be retrieved is, it must be pretty heavy for its diameter. I'm guessing this has something to do with getting an object out of a fluid, probably water.
 
Looks to be a conventional stockless anchor that was modified to allow for easy retrieval. Possibly for kedging, moving a vessel by hauling back on an anchor. Some landing craft used to drop a kedging anchor before beaching to assist in getting off the beach.
The other anchor is actually called a plow anchor and is very effective holding in soft bottoms.
