Is Alliant 2400 a "new" powder or re named?

I was told that the burning rate had not changed. That was good enuf for me. I have my own idea concerning why the more recent reloading data on 2400 is more "conservative". In this litigious society that we live in, companies want to minimize their risk from idiots who want to push the limits.
FWIW 22g of 2400 and 429421, Elmer's old load, still appears safe in my 629 Classic DX as the cases push out quite easily. However, I do not see the need for that much power and punishment and have dropped back to 18g.
