Hard to tell for sure but I believe you're right. Interesting photos, where did you find those?

I think it's a Rohm blank-firing revolver:

If you open and make larger the photo of the man pointing the gun, you see the same step in the frame below the cylinder and also the screw at the front of the yoke. The same yoke pivot and hole is present, too. The barrel and lug profile, short front sight and shallow flutes also all match.

Here's another, wearing the same grips seen in the photo:

It's a flare/blank-type gun.
