Is this Highway Patrolman front sight right?

I don't often see colored insert front sights on Highway Patrolman revolvers but seems that red would be more normal than this yellow/green thing.

No. It is not right. Standard HP front was serrated Baughman ramp on ramp base, no insert.

Just looking at the picture, I do not believe that is a factory install either, although the factory would do so. The color of the insert is not the usual red, but I have seen other colors installed by the factory. It is not the color of the insert that makes me believe it is not factory.

Extremely few left the factory with a red ramp. Both the color and geometry of the insert in your pic indicates non-S&W factory work.
 
It probably wouldn't be so bad if it was a red insert instead of whatever that color is. Having been raised on model 57's, 29's and such, red ramp/white outline works just fine for me, and I think once I get this insert replaced, this little GP100 Mountain Gun will be a fun little holster gun.
 
I replaced the red inserts on all mine with bright lime green. Much easier for my eyes to see, especially when hunting against the brush background. Red blends in for me.

That's an aftermarket/gunsmith modification.

There's kits out there to make any color you want, buy one and make it red if that's what you like.
 
I had a lime green insert installed on a 4" HP by a gunsmith when I was on the job in Wyoming. He was quite well known for his custom rifle work, but work do odds and ends for the local LEOs. It worked well in low light and most of my work was in low light. I don't recall whose idea lime green was, but it sure worked. That barrel might have been mine, but for the fact that has more finish than mine did 30 years ago.
 
Yellow/green......

Yellow/green is the most visible color to the human eye.

I remember white tennis balls. When they got a little dirty they were hard to see. Then in the 70's they came out with the yellow/green ones. Boy, could I see those a lot better.

I wonder why they chose red that almost disappears as it got dimmer.

You make a good point...balls the color of S&W red inserts would be hard to follow. I do like shooting those yellow/green balls with my red ramps though.
