Where do you find that your sights line up for a 3" circle at 25 feet?

I use 130 grain winchester, and the front sight is higher than the rear slot to hit the center of the target. (both on model 60 2" and 36 3" barrel)
 
My front sight is even with the top of the rear and I try to have an even amount of light on each side. If I put the front higher than the rear I wind up shooting too high, but I'm a lefty so most rules don't apply to me (?).

S&W fix sighted 38's are regulated to shoot point of aim with 158 grain ammo. 130's will shoot low.

Makes sense to me. I shoot a lot of light slugs and all my jays tend to shoot low with the sights properly aligned. I just "adjust" for it.
 
Totally depends on the gun. Most of my Airweights are spot on with a combat sight picture at 7 yards with 135 gr ammo going 850 fps.
 
Been to cold and windy for a bench test, but ...
Recently I had the POI of Hornady .38 Special 158 grain XTPs coming real close to POA at 10 yards. Speer .38 Special 125 grain GDs (53722) were coming in a couple of inches low. POA was top of sight aligned and centered with top of rear sight.
The XTPs produced more recoil than the 53722s.
 
I shoot 158gr LSWC with 3.4gr of Hogdon HP-38 out of my J's and the POA=POI with sights level at both 7 and 15 yds.

Now, if only I could hold it steady in DA...
