I wasn't sure what section to post this question, so forgive me if it is in the wrong place. I live in SC & my family member in question lives in NC. Is it legal for me to give them a handgun or long gun?

Short, safe answer: You have to run it through an FFL unless you're leaving it to them in a will. I gave my little brother (in another state) a S&W revolver in December - sent it to his FFL, and he filled out a 4473 and took it home.

Erich covered the bases very well on this. Interstate transfer is interstate transfer, requirements of GCA-68 apply. Find a FFL holder near your intended recipient (GunBroker.com has a list by zip code), arrange to send the firearm to the FFL holder, have your relative go in and do the "Brady Bunch" background check and pick up the firearm. Save all the documentation to show that you have done your best to comply with the law.

I recently gave a rifle to my grandson who lives in another state, found a cooperative FFL holder about a mile from his house, sent the rifle via FedEx ground ($23.00) to the FFL along with a check to cover the FFL's transfer fee ($25.00), and my (adult) grandson picked up the rifle a few days later. My grandson is happy. I am happy. No one can claim any possible violation.

Part of the deal is that my grandson has agreed to pass that rifle along to his son (my great-grandson) when he is ready for that responsibility.

Life is good.
