Is there useful information available for a 1917 45 acp revolver with the U.S. Government Property stamp. What would a letter contain based on anyone's experience?

First of all the factory letter will give you the factory historical background for the .45 H. E. Model 1917. Then it will tell you when your specific firearm was shipped from the factory and where it was shipped.....very likely the Springfield Armory. There are exceptions to this destination, but not many. The factory letter does not contain any information with regards to where the revolver went or who it was issued to after it was received at the arsenal.

Most likely a waste of a C-note. I have a pristeen 1917, that was probably never issued, and I won't spend the money on a letter.
