I am setting this up as a service so the Forum has access to links on the Concealed Carry Reciprocity Bills and the Fix NICS Bills kicking around Congress. Let's please limit this to information and analysis and not opinion or ranting. Material in [Brackets] is from me

1) H.R.38: Concealed Carry Reciprocity Act of 2017 [Mandates CCW reciprocity]
Latest Action: House - 11/29/2017 Ordered to be Reported (Amended) by the Yeas and Nays: 19 - 11
From the Summary:
This bill amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms.
A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid concealed carry permit issued by, or be eligible to carry a concealed firearm in, his or her state of residence.
Additionally, the bill specifies that a qualified individual who lawfully carries or possesses a concealed handgun in another state: (1) is not subject to the federal prohibition on possessing a firearm in a school zone, and (2) may carry or possess the concealed handgun in federally owned lands that are open to the public.

2) S.446: Constitutional Concealed Carry Reciprocity Act of 2017 [Mandates CCW reciprocity]
From the Summary:
This bill amends the federal criminal code to allow a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows its residents to carry concealed firearms.

A qualified individual must: (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid state-issued concealed carry permit, or be eligible to carry a concealed firearm in his or her state of residence.

3) H.R.4477: Fix NICS Act of 2017 [Supposed to fix/improve the NICS system]
A summary is in progress.

4) S.2135: Fix NICS Act of 2017 [Supposed to fix/improve the NICS system]
A summary is in progress.

At this point in time my recommendation is to support the House version of Concealed Carry Reciprocity, because it helps people in "May Issue" states who cannot get a CCW permit in their own state, but who, under the House version, might be able to rely a CCW permit issued by another state to carry in their home state.

At this point in time I do not understand either of the Fix NICS bills so I do not have a comment or a recommendation.

The Atlantic is reporting that the House fix NICS bill is being attached to the House Concealed Carry Reciprocity Bill for a vote by the House this week (week of Monday December 4, 2017)

House to Vote on Concealed-Carry Gun Bill - The Atlantic

Some are saying that the attachment of the Fix NICS bill to the CCW Reciprocity is a cynical ploy to force gun control advocates to vote against the measure:

To the Forum:I am investing my time in this thread a service, because it gives me a place to put important links, and because it's fun. There will be some links with stuff Pro-2A people like and some links with stuff Pro-2A people don't like.

Note: I do not understand the House Fix NICS Bill being attached to the CCW Reciprocity BIll. However, passage by the Pro-2A voting bloc of both CCW and NICS Fix will allow the Pro-2A Bloc to credibly assert that they are taking meaningful steps to tighten enforcement of the existing NICS system.
