There were two individuals making adjustable rotors for Little Dandy powder measures, a gentleman named Bill White from NC and one who posted as Bailey Boat. Does anyone have contact info for either of these gentlemen ?

They are one and the same person. I bought one from "Bailey Boat" a few years ago and it works perfectly. He is frequently on Castboolits.gunloads.com

I have not tested one of Bill’s adjustable rotors, but we have discussed them at length over a period of time when I was interested in applying the principle to other fixed charge rotors. Everything I’ve heard from users (especially on Castboolits) has been positive.

In my experience, the beauty of my 40+ year old Lil Dandy is that the rotors are a fixed volume. I don't have to take the time to adjust, weigh, and repeat until I get the correct load. I bought an extra #6 rotor and used a drill bit to create a 6.5 rotor which drops my favorite load of Bullseye. I learned of this idea on some forum, RCBS does not recommend it, but it has worked for me for years. If you want an adjustable powder measure, you can always buy a Uniflow, Lyman, Lee, etc. My Uniflow has a small dropper for pistol loads, but I rarely use it in favor of my Lil Dandy.

I agree with the RCBS Little Dandy, but with one caveat. The rotors will hardly ever throw the weight that the RCBS chart for them shows, sometimes by quite a bit. Check every rotor you have by weighing the actual charge with every powder you intend to use with that rotor. Make yourself your own table to record your results. If necessary you can adjust the rotors by drilling the cavity deeper until it throws the weight you need/desire.

Second: If you are going to load Unique the rotors with the larger diameter cavities will throw consistent weight. You will get a lot of erratic variation with the rotors with the smaller diameter cavities. Small cavities are 5/16", and the larger are 3/8".

I have one from Bailey Boat. It has worked fine for me, I like it.

I just ordered one from Mr White, excellent service, shipped it out the next day insured. I’ve used Little Dandy Measures since the 1980s, but want more flexibility in amounts they throw. Please rely on your scale in all cases.
