S&W Model 617 revolver with a 4 inch barrel and a 10 shot cylinder i know its not a Semi-automatic pistol but it has the high ammunition capacity of a Semi-Automatic pistol.

It is also a very good gun.

Another alternative is the S&W Model 18, a six shot .22 K frame revolver. A bit pricey b/c they are hard to find in good shape but a great plinker.

Any of the Rugers are a great choice. They're built like tanks and they last a lifetime. People don't like some of the "safety" features forced on the shooting public with the MkIII's. I LOVE my 22/45 MKIII, and I don't have any serious beef with the admittedly superfluous safety add-ons. My Ruger's quite heavy, which I like. The 22/45 Lite is about half the weight and might be a good choice for a beginner. The Sig Mosquito and the M&P are more of a casual plinker. The Rugers are a great plinker/trail gun but also have great bullseye shooting capability.
I also think a revolver would be a great choice for a new shooter. That's what I started out on. My dad's Single Six (at about age 6)

+1 on the ruger 22/45. My lgs had them for $329 during the holidays.

I have a Ruger SR22P and really like it. I added it to my Shield 9mm and my 9mm SA XDm 3.8 to have a much cheaper way to shoot. As a semi-automatic, I think it is a great training gun.

In a class, we had the opportunity to shoot a couple of Glocks with 22 conversions and both of them consistently had FTEs. Looking back, I wonder if that was because of the larger and heavier slides that 22LRs had to cycle.

After a break-in time, I haven't had any problems with my SR22P using the least expensive ammo I can find.
