Just took my new M&P 22 compact out of the box. First thing i noticed is rear sight moves up and down to touch spring loaded. is the normal for the weapon? instruction show how to adjust windage and elevation but no reference to spring movement.

Yes it normal but be careful with adjusting the elevation screw. The spring under the sight is not captured and if for some reason the elevation screw loosens up you will loose the spring and you will have a problem. Once it's gone you will not be able to shoot the gun accurately since the site will drop down. I lost my spring and it took over a month since it was back ordered before they sent me a replacement, that was the wrong spring. But that's another whole story. It's now 5 weeks and I'm still waiting. Luckily I have two so I'm still shooting the other one.
