Buy a new sight. Each sight has a little bit of fitting required to get it in place. If you get a used one, it might not fit correctly even if it's a factory take off.
I'm not sure what your asking about the measurement. Why do you want it higher? Or are you asking if the front is higher than the rear?

Buy a set if the rear sight isn't stock.
