Local dealer has a S&W Victory .38 M.P.looks like original grips that has been roughed up
been reblued & maybe 80%..best thing about the gun is the ser.# V 354. It looks like it never had a Landyard ring on it.

It's an early Victory model, probably shipped about June 1942. Originally, it would have had a dull phosphate finish (not blued) and smooth grips. It could have originally been chambered in either .38 S&W Special or .38 S&W (British), and worst of all, one in .38 S&W could have been rechambered to .38 S&W Special. You do not provide enough information for a more definitive identification, e.g., markings, caliber, and barrel length. There should be some evidence of a lanyard loop, possibly a filled-in hole. Exercise extreme caution if you are interested in purchasing - you could get badly snakebit.
