There is one thing not mentioned- likely because it isn't an issue here...but I have to ask to eliminate it- has the firing pin "bradded" the chamber? I bought a model 48-2 that had this problem and had to have the chambers repaired and then had no problem.
Is the ammunition new, or does it have any oxidation or hardened lube on it at all?
If there is any oxidation on it, it will fit far more tightly.
If this persists and brushes on a drill with a liberal application of bore solvent can't alleviate the problem, take it to a gunsmith and have him gauge and possibly run a reamer in there to even things out.
