I thought I'd mention that Maine defeated an attempt by Michael Bloomberg to saddle us with Universal Background Checks for all firearms transfers (not just sales). Kind of lost in cacophony of presidential elections and marijuana initiatives (which was their strategy), but Mainers handed him a very expensive defeat.

He wasted millions that could have gone to many better causes and actually helped people in need or distress. But, it's his to spend, I guess.

Tennessee is very firearm friendly. Every year the legislature comes up with a bill to use your carry permit (have to pass backround check to get one) in lieu of a backround check for each purchase. It is always killed in "finance committee". Guess someone likes that 10 bucks per purchase, or however it is split.

South Carolina already does that and it works well for CWP. Before getting a CWP an applicant has to pass a firearms proficiency test, take an 8 hour safety and rules course, get fingerprinted, and undergo a criminal background review. Then, you can just walk into your LGS, pick out a gun, fill out the federal transfer form, pay and be on your way. I think this works better than the NCIS check by itself.

Kentucky is the same way. My understanding is that if you have your CCW in KY, they run them every month to see if you still have a clean record.
If you have your CCW permit, not phone call to the FBI when you want to purchase a new firearm.

That would be a lot of work. The more likely process is that CCW holders are placed on a watch list, like teachers, those with security clearances, and others who shouldn't be getting arrested, and then the FBI and ultimately the agency that needs to know get notified of arrests, triggering a more thorough investigation.
 
If you have a concealed carry in Arizona no phone call is required just fill out the 4473 and you're on you way with your new firearm.
If you have an 03FFL (C&R) no paperwork is necessary for eligible firearms just hand the dealer a copy and he hands you the gun.
If the transaction is between eligible Arizona residents nothing is required other then resident verification and asking if someone can legally own a firearm.
N.B: Handgus purchasers must be over 21 and long gun purchasers over 18.
It doesn't get much simpler then this.

In Maine the only requirement for a private transaction is that both parties be Maine residents and not prohibited from owning a firearm. There is no requirement to see an ID, write out a bill of sale or anything else. If you're good to go and you believe the other party is good to go ... then you're good to go. The gun grabbers _hate_ it. Stack our Constitutional Carry on top of that and there's a lot of apoplectic hand wringing around these parts. Never mind that we're one of the very safest places a person can be.

Freedom and Liberty are not "loopholes".

Yep, my mistake. Which forum would have been appropriate? Concealed Carry didn't seem like the right one. Can it be moved?
