I have heard people use the term "manual of arms" while training.

Can someone explain what they are referring to?

They are probably referring to what they use to teach us old military guys..the manual at arms drills. Used basically for troops in formation or in parade it refers to 16 or so steps. Order arms...right shoulder arms...present arms...and so forth.
 
Drill and ceremonies

Troops are taught how to march, salute etc. then how to handle a rifle - in a non tactical environment- regardless of being in a war - units still have to be moved in garrison, participate in ceremonies-parades and so on-the inspection process differs for preparing a unit for combat-or something like a parachute drop-but it all is a standardized process-and it starts with marching and the manual of arms.
 
As cyphertext said, within the context of discussions here, it means that the 15-22 has the same or similar function as an AR-15. The overall size and shape is very similar, the trigger feels the same, the safety selector, magazine release, and bolt release are in the same location and function the same. This means that basic firearms manipulation skills learned on a 15-22 transfer easily to an AR-15, making it arguably the best .22LR trainer available for the AR-15/M16/M4 family of firearms.
