I read somewhere that it was stuck in reverse.The video that I’ve seen convinces me that the vessel was under power hard astern. Perhaps a mechanical failure had it stuck in gear.
A vessel drifting with the tide or current wouldn’t be producing a wake. This boat was making a significant wake.

Here in the south is have the Mississippi River that has so many similar issues. I think most of the bridges are built taller.Any tide can be that.
As mentioned by a few folks, the tides of the rivers around NYC are nothing to mess with, they are unforgiving. As a kid we used to swim in the Bronx River, a tributary river which originates north of NYC. We were very stupid like most our age.
Many people drowned in even the narrowest parts of the BR due to the currents. The water WAS dark and murky due to people dumping in the river, and auto repair shops, and an oil storage facility right on the banks of the river. The river has been cleaned up some from what I have heard, it needed that. God only knows what lies in the sediment.
The Bronx River empties into the East River and that water flows along with the Hudson River past the Statue of Liberty and Governors Island out to the Atlantic.
